JTDC ARBITRATOR ORDER ON UPCOMING SHIFT BIDS.

The current bid at the JTDC is occurring under an arbitrator’s order resolving a grievance filed by the union over the JTDC’s failure to hold a bid in accordance with the CBA.  The arbitrator’s order can be found here (insert link).  The process ordered by the arbitrator is not completely in line with the process outlined in the CBA.  Here are some important distinctions to keep in mind for YDS in this bid:
1) The most senior member currently working in each center will have a chance to bid on open shifts in his or her center first.  Once that is complete, all other open shifts will be filled by seniority, building wide.
FOR EXAMPLE: In Houston, there is one open spot on first shift with Fri/Sat off.  If the most senior member currently working in Houston would like to bid into that shift, he or she will be allowed to do so and then the bid will proceed accordingly.  If the most senior member currently working in Houston does not bid into that shift, it will remain open for bidding in the general pool.
2) Once those eight members have chosen whether or not to bid into open shifts in their centers, any open shifts remaining on the bid list will be filled by seniority.  Members may bid on any shift on the current bid list in any center.

FOR EXAMPLE: If a member currently works second shift in Omega and wants to move to first shift, regardless of center, he or she could bid on the first shift openings which are available in Destiny, Houston, ASC, Legacy, Omega, Renaissance, or Wings, in order of preference. 

3) Any shifts vacated by employees in this bid process will not be permanently filled until such time as they can be bidded on by all employees in accordance with the CBA.
FOR EXAMPLE: If a member moves from 2nd shift with Fri/Sat off in Destiny to 2nd shift with Sun/Mon off in Destiny, the 2nd shift in Destiny with Fri/Sat off will remain open until the next bid. 
4) Employees hired after the bid will only be placed into shifts not selected in this bid by current employees.

FOR EXAMPLE: If a member moves from 2nd shift with Fri/Sat off in Destiny to 2nd shift with Sun/Mon off in Destiny, no new hire will be placed into that Fri/Sat off shift.  Instead, they will be placed into any shifts on the current bid list which remain open.

5) Bidding/changing shifts is not mandatory at this time.  Members are free to elect to remain where they are and not submit a bid slip.  Further, members who submit an unsuccessful bid slip (no selected shifts are open by the time their bid is considered) will remain in their current positions.
